non-compliance with posted speeds

One of your trucks was leaking the smelly water from the container and because the driver chose to ignore the posted speeds he passed us and the spray from the truck covered our winshield.If your driver would have complied with the posted speeds however he would have stayed behind as we were going the posted speeds of 45 in a construction zone and he was going about 58.Which raises another question as to the risk of receiving a moving viloation? I cannot imagine a delivery or scheduled appointment time that important as to run the risk of a moving vioation on the drivers record?
